Gov. Glenn Youngkin signs a bill prohibiting police departments from using ticket and arrest counts as the only criteria to evaluate officer performance. It also prohibits agencies from establishing a formal or informal quota that requires an officer to make a specific number of arrests or issue a specific number of summonses within a designated period of time. Sponsors say the bill will improve relationships between police and the public.
