Pittsylvania County Clerk Kaylyn McCluster has been certified as a Master Municipal Clerk (MMC) – the highest designation offered by the International Institute of Municipal Clerks (IIMC).

This extensive program includes three rigorous emphasis areas: education, professional and social contributions and a commitment to lifelong learning. The IIMC only grants this designation to those municipal clerks who meet these demanding requirements and who have a record of significant contributions to their local government, their community and their state.

The Master Municipal Clerk designation prepares clerks to perform complex municipal duties.

As a testament to the rigor of this program, there are currently only 41 clerks out of 323 localities in Virginia who have earned this MMC designation. In the United States, just 1,434 clerks out of 22,060 localities have obtained this distinction.

“In light of the speed and drastic nature of change these days, lifelong learning is not only desirable, it is necessary for all in local government to keep pace with growing demands and changing needs of the citizens we serve. We applaud your educational accomplishments and achievement of this milestone and congratulate you on your personal pursuit of professional excellence,” said Lisa Garcia, MMC, President, IIMC in correspondence announcing McCluster’s achievement.

“This is another example of Kaylyn’s hard work and dedication to Pittsylvania County, and the Board of Supervisors is honored that she is one of very few clerks in Virginia to earn this title. The diligence and dedication it took to complete this program further exemplifies her talent and capabilities, and we applaud her accomplishments. We are proud and humbled that she has chosen to serve Pittsylvania County,” said Darrell Dalton, Chairman, Pittsylvania County Board of Supervisors.

“I am thrilled that I have successfully completed the requirements to obtain my Master Municipal Clerk (MMC) designation. This achievement represents a significant milestone in my career and underscores my commitment to excellence in local government. I am incredibly proud of the hard work, dedication, and perseverance that this designation required. Earning the MMC designation has equipped me with advanced knowledge and skills that will enhance my ability to serve our community effectively, and as I move forward, I look forward to applying this expertise to further improve our organizational operations and continue contributing to the growth and success of our community,” said McCluster.

The Pittsylvania County Board of Supervisors at its June 18 business meeting elevated McCluster from deputy clerk to clerk. Previously, the county administrator held that title. This allows McCluster signature authority on official documents.
In April, McCluster was named Virginia Clerk of the Year by the Virginia Municipal Clerks Association, the highest honor bestowed by the organization.

McCluster received her Certified Municipal Clerk designation in 2022 and it represents one of the two designations issued by the IIMC. She has served Pittsylvania County since 2012.
